Tagging a threat to AVG and President canidates?

I was at the Government capitol when "Mrs. President Bradley" and her "son" James Bradley showed up, soon there were speech bubbles everywhere saying things like "scammer!" and "its Eve" however they did not tag, but were saying things about the Government that was bad, also the Mafia showed up a few times, however most important government members went in special rooms. when these people show up most AVPD people will say "Go AFK" to protect citisims, and they will eventualy leave. could they go furthur next time and start to tag? who knows accept them, in fact 1 Roommate of "Alphaville's Capitol" said they had put most Mafia people on the ban list.
